In a bowl, mix flour, salt, and a pinch of cayenne pepper (if using). Add cold butter and, using your fingers or a pastry blender, work the butter into the flour until the mixture resembles coarse breadcrumbs. Stir in the grated Parmesan.
If the mixture is too dry, add 1 tablespoon of cold water and quickly mix to combine the dough. Shape the dough into a ball, wrap it in plastic wrap, and refrigerate for 30 minutes.
Preheat the oven to 180°C. On a floured surface, roll out the chilled dough to a thickness of about 3-4 mm. Using a cookie cutter (e.g., round or other shape), cut out the crackers. Carefully transfer the crackers to a baking sheet lined with parchment paper.
